About Frances Bay Mooring Basin (Duck Pond)
Frances Bay Mooring Basin, widely known as the Duck Pond, is a locked government marine facility close to central Darwin. It is primarily an operational base for commercial fishing vessels, pearling businesses and small marine operators, rather than a conventional recreational marina. We think that working purpose is essential to understanding the place: the basin is designed around secure berthage, catch handling and commercial activity, with formal access rules that keep a busy tropical facility organised.
The basin has capacity for 85 vessels and offers 20, 25 and 30-metre pens. Shore power, potable water and ablution blocks are available, while a 160-metre service wharf supports unloading catch and light cargo. Access from the tidal harbour is through a 35-by-16-metre lock, so every movement needs to fit the lock's operating schedule as well as vessel dimensions and tide. Prior booking is particularly important outside standard daytime hours, when additional lock charges can apply.
The locked basin creates relatively stable water levels inside, an important advantage in a region with a large tidal range. Its location also places commercial crews close to Darwin's suppliers, transport links and marine-industry network. What stands out to us is the concentration of useful infrastructure within the broader Frances Bay facility: wharves, storage areas, a hardstand and careening poles support marine operations, although each has separate permissions, conditions and charges rather than being automatically included with a pen.
Access is controlled through the Northern Territory Government's Crown land licensing and trading-account system. The Duck Pond is principally for commercial vessels; recreational boats are generally not permitted unless too large for recreational marinas. Bunkering is not allowed within the basin, though Fishermans Wharf elsewhere in the Frances Bay facility is used for fuel and resupply under its own operating rules. Minor maintenance may be undertaken only with approval, and required personal protective equipment applies in operational areas.
Our take is that Frances Bay is a strong fit for eligible working vessels needing substantial pens and an organised Darwin base. Tropical-cyclone readiness is non-negotiable: owners must follow the current Frances Bay procedure and directions from Darwin Port and harbour control. Confirm the licence, insurance, pen, lock time, utilities and any work permits well before arrival. For crews who meet those requirements, the Duck Pond provides valuable, purpose-built support at the centre of the Top End's maritime economy.

These are governed services, not unrestricted marina amenities: licences, bookings, fees, risk documentation and work approvals may apply. Minor maintenance inside the basin requires approval. Bunkering is prohibited there, with fuel operations instead handled at Fishermans Wharf under separate rules.
Users need a valid Crown land licence and approved trading account, and must carry the prescribed insurance. Operational areas require safety boots and high-visibility clothing, with helmets for crane work. Recreational access to the basin is restricted to exceptional larger vessels, while other recreational users are directed to specified moorings or careening facilities. Book early, account for after-hours lock charges, and follow the active cyclone procedure and all harbour-control directions.
